with a capacity greater than 21,000-gallons, new AST facilities with
an aggregate AST capacity greater than 21,000-gallons, field
constructed underground storage tank (UST) systems, or storage tank
systems with a capacity greater than 1,100-gallons containing a highly
hazardous substance.
