SPCC/PPC/SPR Environmental Emergency Response Plans:
 


SPCC (Spill Prevention Control and Countermeasure)
 
Federal regulation (40 CFR Part 112) requiring a facility with aboveground storage in excess of 1,320-gallons aggregate or a single vessel greater than 660-gallons or underground storage in excess of 42,000-gallons. SPCC plans must be kept at the facility and supplied to the EPA when requested.

PPC (Preparedness, Prevention and Contingency)
 
PADEP requirement for any NPDES Application for Storm Water Discharge General Permits or Water Management Permits. According to the PADEP, "In general, any manufacturing or commercial installation which has the potential for causing accidental pollution of air, land or water or for causing endangerment of public health and safety through accidental release of toxic, hazardous, or other polluting materials must develop, maintain, and implement a PPC Plan." 

SPR (Spill Prevention Response)
 
PADEP requirement for any regulated storage tank facility with an aggregate aboveground storage capacity greater than 21,000-gallons.  SPR plan required in addition to a PPC plan, and includes a list of downstream water users.
