Mr. Philip F. Gray, Jr. formed Phoenix GeoEnvironmental LLC in 2005, to provide geological and environmental services with unsurpassed quality and customer service to the regulated community. Mr. Gray has over 16 years of hydrogeologic, regulatory and management experience.  As President, Mr. Gray is responsible for client relations, customer service and the successful completion of projects.  Mr. Gray’s experience developed as both a hydrogeologist and project manager in environmental consulting, site assessment and investigation, remediation, regulatory compliance/enforcement, and legal support services.  He developed his expertise while managing numerous industrial and commercial sites throughout Pennsylvania, New Jersey and Delaware.  Over time, his duties evolved into the management of hundreds of environmental projects in both the private and public-sector.  Prior to forming Phoenix GeoEnvironmental, Mr. Gray was a Partner and Vice President at eastern Pennsylvania environmental consulting firms. 

Mr. Gray has developed numerous field investigation and subcontractor teams aimed at efficiently collecting accurate environmental samples and hydrogeologic data using the latest technologies and equipment.  He has personally completed and managed the design, installation, and O&M of dozens of remediation systems and regulated site closures under Land Recycling and Environmental Remediation Standards Act (Act 2), Administration of the Land Recycling Program (25 Pa Code Chapter 250) regulations, Storage Tank and Spill Prevention Act (Act 32) and Corrective Action Process (CAP) regulations (25 Pa Code Chapter 245.301-245.314), RCRA, CERCLA, underground storage tank (UST) and other regulatory-driven projects in Pennsylvania, New Jersey and Delaware.

•        Conducted soil and groundwater sampling at a chlorinated solvent release site.  The investigation involved the delineation of soil and groundwater quality using the MIP technology.  The EPA’s BIOCHLOR program was used to predict dissolved solvent migration to develop site specific standards and demonstrate pathway elimination. 

•        Advised clients with regard to the EPA and PADEP Spill, Overfill and Corrosion Protection requirements for USTs, which were required by December 22, 1998. 

•        Advised clients with regard to the PADEP AST compliance requirements, some of which were required by October 11, 2000. 

•        Performed numerous Phase I investigations according to the American Society for Testing and Materials (ASTM) publication E 1527-00 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process.

•        FAA Technical Center, Pomona, NJ - Project Geologist / Manager (October 1995 through December 1996) responsible for on-site management and technical oversight of a one million dollar contract with the US Army Corps of Engineers (USACE), which involved the design modification and installation of a groundwater remediation system at the Area 20A Superfund site. The remediation system included hollow stem and mud-rotary drilling of 18 shallow aquifer extraction wells to approximately 40-feet and four (4) intermediate aquifer injection wells to approximately 110-feet. Representative soil samples were collected from the borings for sieve analysis. The sieve analysis results were used to design the 18 shallow aquifer extraction wells and four (4) intermediate aquifer injection wells according to Chapter 13 in Johnson’s Groundwater and Wells. Responsible for the supervision of the well development of the shallow extraction wells and intermediate injection wells using pumping, air lifting and jetting techniques. 

•        Managed the investigation and remediation of multiple leaking petroleum underground storage tank sites. Conducted soil and groundwater sampling activities including low-flow sampling.
